iCare Partners with Special Olympics Wisconsin

Special Olympics Wisconsin (SOWI) recently announced that iCare – Independent Care Health Plan has signed on as a multi-regional partner for the Greater Milwaukee, Northeastern, and Southeastern Regions of the state. As a Regional Games Partner, iCare will align with an organization that shares our goal of empowering individuals in an underserved population and we will be a part of all local SOWI competitions.
This is a natural partnership for iCare which has provided care to people with special needs since 1994. For iCare, a managed care organization providing insurance benefits for people with disabilities, the relationship demonstrates our commitment to the community we serve.

Wisconsin Medicaid Disability
Wisconsin Medicaid is a program administered by the Department of Health Services that can provide health care benefits to certain persons with disabilities. If a student has not been determined disabled by the Social Security Administration, but he/she is disabled, they can apply for Medicaid benefits based on their disability. A parent/young adult may also apply for Medicaid if they have already applied for Social Security Disability Income or SSI and are waiting for a decision. Note: If a student is determined disabled by the Social Security Administration and he/she receives Supplemental Security Income, the student will automatically receive Medicaid benefits.
Applying for Medicaid Disability
To apply for Medicaid Disability, contact the local county/tribal human or social services agency (local agency). For a listing of local health departments go to dhs.wisconsin.gov/localhealth/index.htm. For a listing of tribal health centers go to dhs.wisconsin.gov/localhealth/counties/tribal.htm
The local agency will submit a Medicaid Disability application to the Department of Health Services, Disability Determination Bureau (DDB), who will make a disability determination. The DDB may send other forms that ask for more information about the jobs a person has had or about daily activities. This additional information is needed to complete the application. If additional medical information is needed, the DDB may schedule a medical examination at no cost to the applicant. It is the responsibility of the applicant to attend the examination on time and on the date scheduled. If one does not attend any scheduled special examinations or does not furnish additional information requested, the application may be denied for insufficient evidence or information. The disability determination is based on medical and other information provided by a person’s health care providers. If after completing the application and before the final decision a person:
- Sees any new providers
- Is scheduled for more medical tests, or
- Is hospitalized, they should contact the DDB as soon as possible. This additional information will be needed for the disability determination.
Enrollment Determination
The applicant will receive a notice regarding their enrollment. If the application is denied, the notice will include the rights to appeal. Note: If the applicant’s address or telephone number has changed, they should contact the DDB as soon as possible.
Wisconsin Medicaid Presumptive Disability
If an applicant is in need of urgent medical services, and will likely be determined to be disabled by the DDB, but have not yet been found disabled by the DDB, they may apply for Medicaid presumptive disability. If determined presumptively disabled, the applicant will be able to receive Medicaid covered services, until receiving their final disability determination.
To apply for Medicaid Presumptive Disability, contact your local health department or tribal health center. For a listing of local health departments go to dhs.wisconsin.gov/localhealth/index.htm.
For a listing of tribal health centers go to dhs.wisconsin.gov/localhealth/counties/tribal.htm Under some circumstances, the local agency will be able to determine enrollment for presumptive disability. A presumptive disability determination is not the final decision. All Medicaid disability applications must still be sent to the DDB for a final determination.
Requesting Determination for Multiple Program Benefits
In addition to Medicaid Disability, the DDB processes applications for Social Security Disability Insurance (SSDI) and Supplemental Security Income Disability (SSI). The disability requirements are the
same for all three programs. If also applying for SSDI or SSI the DDB will try to process the application request at the same time. For more information contact one of the following:

Medicaid Enrollment Renewal
If enrolled in Medicaid, BadgerCare or the Family Planning Waiver Program, one must participate in a Medicaid enrollment renewal at least once a year to assure that there is no interruption in Medicaid coverage. If the enrollment renewal is not completed, enrollment for Medicaid will end. If enrolled in a Medicaid HMO and a renewal is not completed, there may be difficulty in obtaining
services from the HMO, for up to 30 days from the date that the renewal was completed.
Enrollment renewals will be scheduled at different times, depending on the type of benefits one receives. Below is a list of Medicaid programs and when enrollment renewals are required. Renewals are required for the following Medicaid programs every 12 months:
- Medicaid for the Elderly, Blind or Disabled
- BadgerCare Plus
- Family Planning Waiver Program
When is the Renewal Due?
Notifications will be sent by mail by the local county/tribal human or social services agency one month prior to when the renewal is due. (For example, if the renewal is due in April, the notice will
be sent in March.) Renewals done for W-2, FoodShare, Caretaker Supplement or Child Care programs will also be considered a renewal for Medicaid.
How Will the Medicaid Enrollment Renewal Take Place?
The renewal may be completed by mail, telephone or face-to-face with a worker at the local county/tribal social or human services agency.
How Does the Renewal Work?
Parents/young adults will be asked to update and provide changes in information needed to renew enrollment such as income, assets, expenses, and the people who live in the home. A few days after the renewal is complete, a notice explaining any changes that may have occurred in the person’s Medicaid enrollment will be sent.

Representatives from IndependenceFirst, the Department of Vocational Rehabilitation, the Volunteer Center of Milwaukee, Creative Employment Opportunities and the Equal Employment Opportunity Commission will lead a panel discussion on career options, employment rights and job resources for people with disabilities. This workshop is ideal for parents, educators, service providers and especially transition-aged students who want to learn more about employment opportunities and resources available in the area.

UW-Whitewater’s FREE Opening Horizon’s Conference!

The University of Wisconsin-Whitewater Center for Students with Disabilities is sponsoring their annual Opening Horizons conference on Friday, May 10th, 2013.
Planning for the transition from high school to college is an exciting and sometimes confusing time. There are so many things to consider and make decisions on. This event targets students, parents, teachers and other interested individuals to explore the many aspects related to the post-secondary setting for students with disabilities. The conference will provide the participants with an opportunity to hear from a variety of presenters and gather information from on and off campus resources.
The target audience for this conference is current high school sophomores and juniors, their parents, teachers and other interested individuals. Other high school students are also welcome to attend.
Cost and Registration
There is no cost to attend the event, but pre-registration is required. Space is limited, so early registration is encouraged. Registration required by late April. See specific deadline information in conference materials.

Affordable Housing Choices for People with Disabilities

This workshop will look specifically at supportive housing options for people with disabilities served in Wisconsin’s Long term care system. The presenters are from Movin’ Out, Inc., a statewide housing counseling agency for people with disabilities. Staff have been working with people with disabilities since 1997 to develop individualized housing plans and then provide the housing counseling and gap financing to help them achieve their goals. The workshop is designed for anyone interested in learning more about the topics below and the role you play in helping people identify and realize their housing choices.
